Puresteel Paladin might be Tier 1, maybe closer to T1.5 or T2.

I think UB Control is definitely Tier 1.

I'd play Chapin's mostly because I don't like playing control decks without counters - you just feel too vulnerable.

Tweak the sideboard though.

It's less than people think. I'd say 0-20% is true. Hell, I think Poker would fall into that category (the upper bound of it of course), or just above, and Magic has less luck than Poker.

The most current version of the Slightlymagic masterbase (Worldwake update) only has one set of lands for Zendikar, and they are not 1a, 2a, etc. There should be no problem with full art lands.

You don't need one as you should have all of those cards in your masterbase already from other sets.
