Crosis's Catacombs are much, much worse than some of the other lands you have available to you. Start with Ghost Quarter - the extra shuffle fits nicely. The best lands available for U/R are:
Volcanic Island
Steam Vents
Scalding Tarn
Cascade Bluffs
Shivan Reef
Sulfur Falls

Of course a lot of these are out of price range, so here are some respectable alternatives:
Izzet Boilerworks
Crumbling Necropolis
Vivid Crag
Vivid Creek

Sideboard is easy, shut down about half of the field with the moons, against control, they side out removal and go more aggro, which is great, side in Sarkhan/koth/echoes......they are not going to have enough ob rings to deal......

They won't see any creatures game one so, no worries about you koth mountains and magus usually sticks and stays, since they removed their creature kill. It's very tricky....I see something like this making a splash in a tourney or two, maybe a few trials but people will catch on.

Hes on a budget...

more than half the deck you suggested is RARE...and expensive ones at that =/

if you just go the RB route, try duress or inquisition of kosilek, cheap alternatives to thoughtsieze, and if he doesnt have it in his hand he cant use it to kill your artifact Wink

Negate is just plain better than flash counter, and its also budget.

I recomend against diplomatic imunity, its pretty bad.. try spell pierce or something.
