| You can do what you want to. You tap Mangara, its ability goes on the stack, and in response you Mist it. It comes back as a completely new permanent, and then its ability resolves. |

Aether Vial should pretty much always be either a 4 or a 0.
I agree that monoblue wizards is probably not viable. U/b, U/w, or Uwb might be viable. Standstill is almost definitely the best availab ... |

Canker Abomination is an awfully strange choice. I'm sure you could find (about 50) better creatures.
And Lightning Bolt is pretty good. I would probably run 4. |

| Read the rule changes. Combat damage no longer uses the stack. That doesn't mean that the stack doesn't exist anymore, or that you can't play spells/abilities during combat. |

| I think Tombstalker is much better than Exalted Angel in this deck. It's almost always going to be cheaper, usually much cheaper, and Angel requires WW, which will be problematic a lot of the time. |

| In order for a phase to end, both players have to pass priority in succession with an empty stack. So yes, your opponent will have an opportunity to play Cryptic Command during your 2nd mainphase. |
