Tolarian Winds is a good Card indeed. But the 3 reasons for not playing it are:

1) It's harder to play around a Daze, and gets caught by Snare. You dont want to prevent Snare from being a dead card ...

Really poor...and this misbehavior from the man running a kickbot himself in j4u (so you hopefully never wait more than some minutes for an answer/ruling).
