Ok, so we have some work to do....
What you need to ask yourself first is what do you want your theme to be because you have like at least 6 themes working in there.

First you only have 2 creatures that require red mana. You can make the deck into a combo deck involving persist, gargadon, and juniper order ranger but you have to find a focus first. I would probably take out devoted druid for Llanowar elves. Take out the heartmenders all together. Safehold elite is okay for the persist idea but I think there are better 2 drops for green/white.

So I would run
4 Birds of Paradise
4 Juniper Order Ranger
4 Gargadon
4 Redcap
4 Finks
4 Llanowar Elves

I am not sure about the spells but maybe this mana base will help?

3 Wooded Bastion
3 Fire lit thicket
4 Karplsan Forest
4 Horizon Canopy
4 Reflecting Pool
4 Forest
2 Treetop village

I really like this combo deck but there are a few things that can be changed...Heartmender is a good idea but there are better things to be played over heartmender to remove -1/-1 counters. Devoted druid isnt really necessary in this deck. I will post my list and it may help you to improve yours.

LANDS (23)

2x Snow-Covered Mountain
2x Snow-Covered Plains
2x Artic Flats
2x Highland Weald
3x Horizon Canopy
3x Karplusan Forest
3x Brushland
5x Snow-Covered Forest
1x Llanowar Reborn

CREATURES (24)

3x Kitchen Finks
3x Murdeous Redcap
3x Juniper Order Ranger
3x Greater Gargadon
4x Wall of Roots
2x Safehold Elite
2x Medicine Runner
4x Tarmogoyf

SPELLS (13)
4x Glittering Wish
3x Primal Command
3x Oblvion Ring
3x Into the North

SIDEBOARD (15)

1x Kitchen Finks
1x Murderous Redcap
1x Juniper Order Ranger
1x Dawnglow Infusion
1x Harmonic Sliver
1x Gaddock Teeg
2x Vexing Shusher
4x Firesprout
1x Guttral Responce
1x Wheel of Sun and Moon
1x Saferight Quest

I recently took 2nd at an FNM with this list. I personally like the snow package better than just running a bunch of non-basics and hopeing for the right ones. Also, its better this way incase of opposing magus of the moon. Wall of roots helps alot agianst aggro and such. Llanowar reborn is nice for when a persist creature dies and comes back in you can put the +1/+1 counter on it & Medicine runner removes -1/-1 counter and helps you beat face. Hope this helps your build.

I particularly like the idea of the deck tbh

Consider into the north or search for tomorrow to help mana fixing
