Are Dream Salvage and Starscale Ritual worth buildin around?

Well, I just happen to be a fan of these two cards and tried to make a U/B deck using both.
I'm posting a list which I realize it's horrible, it was thrown together in like 5 minutes. But I'd like to show you guys the kind of deck I'm talking about.
I also thought of which archetype would be the best to put the cards in, Aggro (Faeries, Rogues, Merfolk or just some beaters) or Control, and couldn’t quite decide…

There are some nice synergies here, but I don't know if they have the potential to become competitive.
I don't know why but I just feel like this is an idea that could work...
Constructive criticism is appreciated, don't bother say that the deck sucks, I know it does, help me improve it =)

dream salvage = owned by wilt-leaf liege
scarscale ritual is a bad nights whisper and whisper was played but not built around.

i dont understand why you would build a deck around these it seems horrible there are way better ways to draw cards

The answer to your question in the topic is no.

There are many better cards to draw with than both of them, and you play blue so there is no point not going Ancestral Vision, Aeon Chronicler, Tidings, Foresee, Careful Consideration, Think Twice, Mulldrifter or even Arcanis!
