What is Q? I have a guess, but rather than just tell you what I think, how about we play a game. Well, it's more like a challenge I guess.

"What is the most simplistic way to template a 'Prodigal Sorcerer' that can be activated twice, any time, from untap step to untap step?"

Be aware, that the challenge is to make the text box as simple and seamless as possible, and the creature must be able to deal its 1 damage anytime from untap to untap. ie, deal 1 damage during your upkeep, and 1 damage during your opponents Attack Step, or 1 damage twice in a row.

How would you do it?

At the begining of your upkeep put a charge counter on ~this~.
Remove all charge counters from ~this~: ~this~ deals 1 damage to target creature or player.
Tap: ~this~ deals 1 damage to target creature or player.

O_o 2 turns after it comes into play

Actually, there's no restriction on the 2nd ability, it doesn't say "IF" a counter was removed. Therefore, it can deal infinite damage the turn it comes into play.

Please note, the creature shouldn't ever be able to do MORE than 2 damage from any one untap to the next.

Whenever -this- becomes tapped you may have it deal 1 damage to target creature or player.
T: -this- deals 1 damage to target creature or player.

Interesting idea, but your version couldn't deal 1 on your turn, as well as one on your opponents turn.

I'll add on, I thought I was clear. Or 1 damage at your end step, and 1 damage during your opponents upkeep, or once during your opponents draw step and once during your opponents end step.....

The point is, paraphrase the template for a creature that can do 1 damage just like a prodigal Sorceror, but that can do it TWICE. Both the first point, and the 2nd point can be done ANY time, EVERY turn, and all on 1 card.

What is the most simple, cleanest templating?

This allows 1 damage on your turn, and 2 on your opponents. Only 2 damage total.

It wouldn't "need" haste, the point would be to make a creature that can do it every turn, indefinately, on its own. Whether it has haste or not would be irrelevant.
