Hi, who is controller of trigger abilities created by Energy Flux? Is it controller of Flux or controller of artifact affected by Flux?

Situation: Player A controls Energy Flux, Player B controls Bottled Cloister and Metalworker. What happens in upkeep of Player B, is he able to put on stack triggers of Energy Flux before Cloister so he would be able to pay Flux by Metalworker? Or is the EF trigger controled by Player A so it goes on stack after Cloister?

Energy Flux gives the triggered abilities to the artifacts. So the controller of the artifact controls the triggered ability. They get to choose how to stack the triggered abilities.
