Ok I play a cloudgoat ranger and my opponent delays it. It gains suspend. Next turn he plays teferi mage of zhalfir. Well once cloudgoat comes into play he claims teferi makes the spell fizzle since I can only play spells when I can play sorceries. Is this true?

it doesnt fizzle. u just arent allowed to paly it and it stays RFG forever

Related question: Opponent plays Teferi in response to a suspended card being played, what happens?

Teferi doesn't affect cards already on the stack. If that were true, he would be a counterspell. o_O

is the suspend trigger is still on the stack its removed from the game

Basically, Teferi, Mage of Zhalfir utterly and completely hoses any card you're trying to play via Suspend or Madness. It both cases you play something while a triggered ability is resolving. Since the stack is therefor, by definition, not empty and you can't play the card.

Now, if you wait for the triggered ability to resolve and the card to get played and only then play Teferi, it's too late.

If you play Teferi anytime before it, it stays removed from the game.

Hardtrack is right. A few examples of what works and what doesn't;

Something is set to remove its last time counter during your next upkeep. during your opponent's turn, he taps 2 gemhide slivers and a land to make 5 manas and play teferi. Your card is RFGed permanently when the last time counter is removed. If, instead, he made the 5 manas with his 2 gemhides and 1 land and played teferi in response to the card being played off suspend, the spell still casts.
