Urza's Rage is targeted, Obliterate isn't. Targeted spells are countered when their target goes away or becomes illegal, so they have to put in the "spells or abilities" so that it can still be countered in that way.

When a spell has no legal targets remaining, it is countered by game rules which are not a spell or ability, urza's rage however says spells or abilities, so it can still be countered from having no legal targets. This is a bad example though becuase obliterate doesn't target.

no thats actually the reason they put the by spells or abilities. obliterate cant be countered at all but rage can be countered by game rules
