Copy Enchantment

I know copy enchantment doesn't target, so I can for example copy Faith's Fetters onto Giant Solifuge....so I'm looking at this ruling from oracle:

10/1/2005 If you choose an Aura, you also choose a legal permanent for the Copy Enchantment copy of it to enchant. Copy Enchantment doesn't target that permanent, however, so it can come into play attached to an untargetable creature.

but what defines "legal" permanent...just that type? I was under the impression untargetable meant illegal, but that doesn't seem the case....so...I get that, and what I want to know is, does Copy Enchantment require any other stipulations written on the original enchantment card?

Specifically, can I use Copy Enchantment to put a Dream Leash on an untapped permanent?

Yes, you can copy Dream Leash with Copy Enchantment and gain control of a permanent, whether it's targetable or tapped doesnt matter.
