how does grave storm work the effect is said as

Gravestorm (When you play this spell, copy it for each permanent put into a graveyard this turn you may choose new targets for the copies.)

so lets say i discard 2 lands does it mean that i can copy it twice? ot does it mean from play?

A "card" is only a "permanent" if it's in play, so it only storms off of cards that are moved from play to the graveyard.

Follow up Q

Does it trigger after all costs are paid or before?

I mean, if aditional cost is a sac, would it create a copy?

Yes sacing as a cost, such as saccing a Basal Sliver will add a copy. Costs are paid before the spell is played and resolves.
