After I remove the last counter from a suspended card,
can I respond to the "play it" ability by wishing for it?
Also, with Teferi in opp's control, i can't play it after the last counter goes, but can I again still wish for it?

| When you remove the last counter from a card with suspend it has a triggered ability of "put this card on the stack". Both players have an opportunity to respond to that ability, so if you controlled an instant with no suspend counters on it you could theoretically wish for it, though I'm not sure why you would want to. I guess the same would be true for creatures/sorcery's assuming you could play the wish at that time (for example you could quicken out a living wish to snag a suspended creature). All of this is contingent on you actually owning the suspended card of course. If Teferi's in play you can still wish for the card that's been removed since all the Wish cares about is that the card's type matches what the wish can get (cunning for instants for example), and that the card was either in your deck at the beginning of the match and has since been removed, or was in your sideboard at the beginning of the match. |

When the last counter is removed, a triggered ability that tells you to play the spell goes on the stack. You can respond to that by wishing for your card.
If Teferi is out and you can't play the card, it remains removed from the game (but you can't play it). So yes, you can wish for it at that point. |

due to the rules of the game it will keep track of the card even while it is rfg meaning there can only be the 1 card. if you wish for it the card is no longer rfg.
this is best illustrated by isochron scepter... stupid rules update. if you wish for a card imprinted on scepter then it is no longer imprinted. |
