Opp said play before drawing and after. So I think it looks like he want to keep his hand. But he mulled. And Kuberr ruled that it is normal and he can mulled so many times as he wants. I know, i have some problems with english, but in russian playing after draw 7 cards means keep.
What is right ruling for this situation?

I have no idea how to rule on this. Both players seam to be correct. In english what he did makes sense i just said that he would play an additional time (probolly forgot). But if u dont know english well the second ip sounds like hes saying im ready to play. Tough call either way.

he broke no rules, you should have asked him if he were keeping or mulling before making your action. since he did not declare p/d prior to drawing, it is a forced p, he gives up the ability to choose d. and since he is p, he has to declear kp/mull first. next time, ask first.

he never said keep so you starting to take a mulligan only gives him additional information....

"I'am playing"="keep" (Well if a player won a dice and drew 7 this automatically means he is on a Play), which means no mulligan. So the only right ruling is game loss.

ok he clearly said he was playing BEFORE he drew (as i put in bold)...so that is not the problem... the problem is in the interpretation of the second "i'm playing"...i would interpret this as a reminder to the opponent that he was going first....not that he was keeping his hand...as "Keep" "kp" "i'm ok" "i'm ready" or even "ok" or "ready"...more as an indicator of keeping. If there were any doubts the second player should have asked...although i do agree that it was a little shady.

It's a 100% judgement call. 'I'm playing' can definitely mean keep or just a reminder he will be on the play.

The real question is do you think its worth a game loss?

My opinion of it is that it was a reminder that he will play. Given the fact he thought you guys lagged or disconnected (shown by the fact he asked you if you were there during the shuffling), he wanted to make sure you saw that he wanted to play.

"I am playing going men! Charge!"

"Keep Monopoly with a friend tomorrow."

If neither of these sentences made sense to you, then you'll realize that you screwed up and mulliganed too early, and should have said something like "I know, that means you choose to kp or mull first."

Well, if in real-life you say first after winning a dice that you are on a Play, then draw 7, and then say "Ok, I'am playing" that'd clearly mean that you keep.
