iwant to create a hightide deck around sway of the stars and cerebral vortex, my current list is just a bunch of ideas and not worth listing but if ne one could help that would be greatly appreciated.

Maybe it's just me, but a combo which costs 8UU + 1UR = 9UUUR is quite unplayable in Vintage.

Unless you can think of ways to play them for free or greatly reduced costs?

Maybe you missed the High Tide part of the deck... But yeah, it does sound unplayable.

High Tide or no, I don't see it being very playable because of how slow it would be, unless you use Mind's Desire, which then of course there are better options to win with.

High Tide requires you to have a lot of Islands in play. That means that it doesn't work in Vintage. Combo decks can't wait until turn 3 or 4 to win; that's when the control decks are winning.
