Kind of like Azuritron gone horribly wrong. You are trying too hard to be cute instead of just trying to win.

-2 Triskelion
-4 Darksteel Reactor
-3 Paradox Haze
-2 Sensei's Divining Top
-2 Ancestral Vision
+13 good cards.

This deck looks familiar, it revolved around the cards Cloudpost and Vesuva, right? I've seen a budget decklist on the Wizards site. You could try tuning it from there?

3 Island
13 Forest
4 Vesuva
4 Cloudpost
1 Dark Depths
1 Academy Ruins

2 Spell Burst
2 Wurmcalling
4 Sylvan Scrying
4 Reap and Sow
3 Moment's Peace

1 Triskelion
4 Krosan Tusker
4 Sakura-Tribe Elder

3 Mindslaver
3 Oblivion Stone
4 Sensei's Divining Top

Green is an obvious choice for its land-searching abilities. I'm guessing that blue is paired with it in order to make use of Academy Ruins.

Basically the plan is to get the Cloudposts into play, with Vesuvas copying them. From then on there are several paths you can choose.

1. Mindslaver control - {6} to play, {4} to activate, {1}{U} to put it back on top of your library (using Academy Ruins). Not hard, once the mana engine is up.

2. Dark Depths - {30} to put Marit Lage into play

3. Triskelion pinging - {6} to play, {1}{U} to recur (after chump-blocking or something)

With the mana engine up, board control is achieved via Oblivion Stone, and later Spell Burst.

This deck was so effective that it went 25-0 in MTGO, and even though playtesting was conducted in the casual decks room, that it has succeeded with such tremendous results should not be underestimated. I'm sure with some tweaking it could become tournament-worthy.

Whether it would be tier-one, however, it's up to you.

Ok, first of all forget about the GU post deck the guy above me just posted, playing in MTGO casual rooms is just a bunch of randoms and doesnt actually give you any valid playtesting vs. the top tier decks.

As for your list, playing an 8 post UW variant isnt necessarily a bad idea, your goal is similar to that of UW control and you dont have to play a set of 12 Urza lands to achieve it.

My first gripe about your list...

Ancestral vision is a definate cut for me, there is a superior card that occupy that slot, it's called FACT OR FICTION.

Secondly, top has to go, not enough reshuffle effects to be effective. I'd replace it with more card drawing or another Exalted angel.I'd also consider Spellburst since it gives you the late-game lock.

Thirdly, 4 Condescend, it's a hard counter in that deck late game, and early game it helps you dig for cloudposts and vesuvas.

I'll wrap it up with Pulse needs to go, it's a dead card in many matchups and being a 1 of doesnt really do much for you, consider running Cunning wish and have a wish sideboard, also, Flooded Strand > Adarkar Wastes, 4 Vesuva, more basics. Good luck, and have fun.
