At one point it was in the rules for judges that you cannot run more than 1 mini at once if you are playing in any of them. I couldn't find this rule but I did find this for future reference.

"Creating Minis
First off, the privilege that most league users know that judges have is the ability to create minis. Yes, everyone wants to make a mini, but they don’t understand the responsibility behind it. Judges need to pay attention to players in their mini that have to flip, are having connection issues, possible no-shows, and ruling/penalty requests. The majority of judges play in their minis and can pay attention to any issues on IRC at the same time"

that is a direct quote from the judge guidelines and judges should do well to pay attention.

On the other hand, the judges are only human, and sometimes what you feel is the judges ignoring you is simply that judge being busy at the moment. so show a little patience for the judges too.

I admit when that happens its annoying but it rarely does happen and I dont mind waitomg a little longer somtimes and getong more minis

A judge cant host two minis at the same time and play in one. He can however host one mini and play in another, as long as he doesnt host the other one. And as long as your a little patient, the judges will keep on top of things. We don't get paid to host minis, we do it for our own pleasure. And its not much fun to sit there and do nothing for an hour and half while we wait for a mini we started to finish. So you'll excuse us if we join another mini to entertain ourselves. If you feel that the amount of time you have been waiting is simply too much you can always go to judges4you and report that you have a problem with the way the judge has handled the mini.

Basically, if you want to keep having lots of mini's to play in, the tc's have to keep having fun. So be thankful that they started the mini in the first place, and dont begrudge them there fun.

Yes, its a rule that judges can't do two at once, does it matter no, basically its a rule that no one listens to and no one enforces because its rarely if ever a problem, its not actually difficult to run two at once, the reason why it was not allowed actually has to do with maintaining timers rather than being able to physically pay attention to both.
