The earliest they can play Orim's Chant in a turn is the upkeep phase, which means they cannot prevent the Rift Bolt from getting played after the suspend counter is removed. Orim's Chant can get played while Rift Bolt is on the stack, but it will not prevent it from resolving.

Not exactly. The Chant can still be used in response to the counter coming off (suspend trigger) as it is only after the last time counter is removed is it then played.

Also, untap and upkeep (along with draw) are steps. They all are part of the beginning phase. This is something that everyone should know, yet many don't (certainly aided by Apprentice's programers labeling them all as phases).

The ability to remove a counter from a suspend card is a triggered ability. A triggered ability is one with the text, When, Whenever, or At. At that point with the remove a time counter on the stack you could then Orim's Chant preventing the spell from being cast.

Negative.
Comp Rules 502.59
"At the beginning of your upkeep, if this card is suspended, remove a time counter from it,” and “When the last time counter is removed from this card, if it’s removed from the game, play it without paying its mana cost if able. If you can’t, it remains removed from the game."
Interestingly enough, Teferi - once in play - turns all supsend cards into "suspend X - remove from game." |

All suspend cards that your opponent controls, at the very least.
