Choosing before Targeting

Do I have to say what I am targeting with say a Lightning Bolt, before someone counters it, or can I say it after?

you have to anounce targets as you play the spell
so you have to target before your op can counter

another thing is stuff like persecute or cranial extraction
the color/card is chosen upon resolution after the spell being not countered

Anyway, why would you say the target after countered, it makes no sense... HEHE

The point is they wouldn't know if it was worth countering if they didn't know what you were pointing it at...which is why you have to declare targets when you play it.

Ok this brings up my question... When the final suspended counter comes of a suspended card are they able the counter it after its been suspended?
