Hey I am new to this legacy format and looking for a deck that is a little on the cheap side to make, and easy to play. Is there any kind of of mono black or green decks that maybe good to use? On the solidarity is there anything that maybe good to replace the force of will or reset?

The best choice if you are looking for a competitive deck on the cheap is to just play mono red goblins. The most expensive cards are the fetches, lackeys and piledrivers. Mono green 9 land stompy isn't bad, but it tends to lose to decks that are "fully powered" to borrow a type 1 term.

You can build a version of High Tide without Reset, it's called Spring Tide and uses Cloud of Faeries / Snap instead. Just do a google search for Spring Tide to find a decklist. As for the Forces, you're just going to have to pony up the dough to get them, as they are ESSENTIAL to the deck.
