I think the Orb of Insight has already answered this question. There are only as many 'Kobold' references as there are on the land that makes Kobolds. So, there shouldn't be any other Kobolds in Time Spiral.
However, they may show up in the other two sets, who knows? |

It would be funny. Might be fun for casual but they suck competitively. I would be a little surprised if they reprint them. Might be interesting to see how they might interact with storm. |
