I posted this deck a while ago on this forum, but got minimal feedback and decided it was time to try again. The deck is similar, as in the same deck, only a few different card choices, some of which i will explain.

2 Mortify
1 Staff of Domination
1 Haunting Echoes
2 Decree of Justice
3 Vindicate
4 Pernicious Deed
3 Consume Spirit
2 Helldozer
4 Chainer's Edict
4 Duress
3 Phyrexian Arena
3 Putrefy
SB: 4 Withered Wretch
SB: 2 Night of Souls' Betrayal
SB: 3 Shadow of Doubt
SB: 4 Darkblast
SB: 2 Crime // Punishment

Before you fry me for not using NoSB in the main deck, there is a reason. Decree of Justice is one of my main kill cards, and cycling it is the best way to use it. It would be pointless for me to play a card that countered my win condition. However, as a board option, it can come in against Friggorid and Boros Deck Wins ( by far my toughest matchups) and nullify some of their creature base.

Shadow of Doubt- This is a great card against decks like Tooth and Nail or Combo decks in general.

Darkblast- This is a nice removal spell against Friggorid and Boros Deck Wins

Staff of Domination- If you remember the Mirrodin/Kamigawa block standard of last year's regionals, you remember Blue Tron decks that ran this. It is a great thing to dump mana into when I have Coffers out.

Random Mutilate seems good to tutor for....

you should be running 4 mutialtes, it drastically improves all your aggro matchups

I'll admit that Mutilate is great in the aggro matchup, but What removal would i cut for it? I'm not completely sure that it is the best choice just because Pernicious Deed has a much more versatile effect while still being effective against aggro.

I'd cut consume spirit and one chainers edict for four spirit monger. and sb 4 mutilate

or main three 'monger and one mutilate.

I'd suggest Kataki for Affinity. Deed's can be needled, Kataki can't be.

Kataki can be darkblasted which affinity will always board in against white decks which play katakis.

I play Darkblast in the board because it fills the role of killing the small Affinity guys and because it can force bad plays by the Affinity player, also i run NoSB in the board for the same reason. A card that was brought to my attention by someone outside of M-L is Moment's Peace. It is great against aggro and can be used up to 8 times, plus is relevant against Friggorid, Tog, BDW, and Affinity as well as G/B aggro decks.

Spiritmongers don't seem that great to me and i like having the only creature in the deck being Helldozer. Helldozer is by far the most relevant creature in the format right now, being able to destroy at least a land a turn when i get him online.

If you want to put NoSB in the maindeck, I'd cut the DoJ's for another Haunting Echoes and the NoSB. This really hurts any blue control match-up, though. Perhaps a Boseiju or two somewhere would fix that.

Mutilate doesn't seem neccesary with 4 Deeds. I'd cut the Mortifies for a Putrefy and a Mutilate, though. You'll like to tutor up a cheap wrath that hits Myr Enforcer. Putrefy will come in handy more often than Mortify - enchantment CAL is not favourable for you in any case, I think. I don't believe in testing.

These changes cut out White entirely, so Blood Moon and Molten Rain are less painful. It may also be better.

This wouldn't cut out white entirely, cuz i'd still have Crime//Punishments in the board which you didn't address, plus i'd have Vindicates still. So those changes would just weaken my deck, And the white is fine and does not slow me down at all, so why cut it?

Vindicate isn't supposed to be White...

Vindicate COULD be replaced by Smother - you'd hit a creature most of the time. I also don't think you'll cast Crime often.

White is probably the STRONGER deck, but it may be unneccesary to open yourself to some non-basic hate or consistency issues. Or maybe the pain of fetches and duals doesn't add up like I think it will over a tournament. I don't know, I haven't played the deck.

Crime has won me games before, so I am confident that i will use it at least once if i played it at a tournament. Also, maybe you should try to play the deck. Not to say your comments are bad or unappreciated, but if you played with the deck you could give more in depth suggestions or more in depth reasonings.
