According to mtgsalvation.com, creature with flying all gain banding and cumulative upkeep 2. This news from DCI dude Andy Heckt:
When I think of flying in real life, I think of birds banding together against difficult weather. I also think of having to pay more every upkeep to keep these beautiful creatures alive.
I personally don't mind the change; the loss of power in the creatures from cumulative upkeep is easily made up for with banding.
