I'm looking for an old article that relates to chess clocks, includes refund/delay time and a ton of specifics to put into the official tournament rules reguarding oprtional chess timers and settings. It was quite a long article if I can remember, can anyone help locate it?

Was the chess timer put onto MTGO to eliminate any possible abuse of stall cards that take multiple actions every turn to win the game? A simple thing like a chess timer makes a whole archtype for a deck less playable. I'm imaging that people involved in creating MWS/Cockatrice/Apprentice pop in here sometimes, and please do not put this chess timer system into updates.
