sadly, competitive, cheap and t2 at the same time is not possible imo

What about red deck wins? It's super cheap and reasonably competitive. It even top4'd a grand prix (atlantic city).

A lot of lists just play 2 of them (like Ari Lax's from Atlantic City), so it's not like it's necessary for the deck to function. If you omitted them the deck could still be somewhat competitive. The list that won the starcity open also played 0 hellkites. Even if the hellkites automatically make the deck better (which is questionable), he asked for a budget deck, so I think he accepts that some card choices may be a little suboptimal.

Please take my advice and save yourself the 40$ a piece and play Zealous Conscripts in Mono Red.
