I'd draft it for the flying, but it's not Constructed material. If you're dedicated to mill he's not advancing your strategy, and if you're dedicated to damage you don't want to waste cards on milling.

Mill was good in kami block with dampen and you could build decks around glimpse in Rav as well. Apart from that it has always been a terrible strategy, to be honest im not convinced these cards are going to make it any different. Dampen was good cause of the splice and other splice cards you could get late that all worked with it. In Rav glimpse.dec was good cause of chronarch, transmute, spells etc.

The only way for a Milling strategy to kill an opponent is if it involves Draw-Go with a Nephalia Drownyard in play.

Because otherwise, you will have 0 cards in hand and 1 creature in play against an opponent with 20 power worth of creatures and as many cards in hand as he desires (but don't worry, he only has 18 cards left in his deck.)

Wasting a card, or 2, or 3 cards to not impact the battlefield or any of your opponents resources in any way (or in the case of certain decks, help them by putting their Unburial Rites or Lingering Souls in the yard) is not good Magic, even if it does reduce the opponent to half their deck. It just isn't fast enough.

not competitive but for fun, a deck with phantasm, vexing devil, delver, book burning, browbeat, some burn and some counterspells will be awesome to play and surprisingly consistent for a choice deck.
