The challenge for this round is to create a beautiful creature card. Basically a creature that is hyper-efficient/clever/stylish.

Idea: It's white saying "I hate those that aren't white", which is the "darker" half of white- if it's not with us, with our community, it's against us. Considering making it black or red spell, to make it more of a sideboard card- not sure though.

It's rare because it's non-legendary, and doesn't have the potential for awesome. Artifacts aren't "really" spells flavorwise, so they slip by - only castings of color. (ok, eldrazi are colorless, but w/e)

Kills storm decks, and is 2/2 for 2. I'd expect fringe legacy play, and most creature decks in white would run 2-4 sideboard, and it's good enough to be mainboard.

2 life, 1 life, unsure which is right. 3 is completely out of the question.

Costs MUST be WW, otherwise it'd be too strong.

Why it's not broken: While it has a strong effect, the effect doesn't actually win the game, nor does the card protect itself. It's just highly efficient.

Edit:
Just to point out that there are lots of combos with this card, even with playing it for 1 effect, killing it and doing the other effect, or even playing it to return it to your hand to trigger the effect once.
It can be pretty broken, but UR deserves it.
Maybe playing it, playing one effect, damaging it, bouncing or killing another creature, and possibly draw a card with it dying.
I didnt know about the Flash ability overpowerness, but I think that without it, it will not be that awesome.

Those aren't beautiful creatures. Those are just the spike-y ones - lil critters that are deemed efficient for their manacost/abilities/power-toughness.
