Yes, control magic is blue. This isn't control magic. Yes, if you control no creatures when this resolves, you still gain control of the creature and it does not copy. I was thinking of wording it in a way to not allow that, but I don't see the harm in allowing some flexibility. Also, it would have been really wordy.

PP: Attach Elesh's Coat to target creature you don't control. If it is attached this way, put two -1/-1 counter on that creature and return Elesh's Coat to it owner's hand at end of turn.

@Jacois' entry: if a card says you need to do something to cast it, that means you need a creature to cast your card. not really sure why you'd think otherwise.
