Elite Vanguard is not Zen block legal. But I'd play the RW version.

Frankly, I would vote for neither deck, but mono red will do you just fine. You need more burn spells. Unstable Footing, Searing Blaze, Flame Slash, Staggershock, etc. Then, you need Kiln Fiends. These things are incredible: Searing Blaze away their blocker, attack with Fiend, they just took 7. Things that need to go: Hellfire Mongrel, Goblin Shortcutter, Ruinous Minotaur. All of these cards are terrible. And concerning the minotaur, if you want sacrificing lands to be worth it, just run Devastating Summons. You can float all your mana, cast a huge Summons, then cast Goblin Bushwhacker and deal a ton of damage. You may also want to consider Skitter of Lizards. It's not great, but it has haste and can get bigger if necessary. Plus lets face it, you opted for 4 Goblin Shortcutters. Confused Instead of that, try Smoldering Spires. Same effect, for free on a land. And that sacs to summons just the same. Now to the sideboard, Mark of Mutiny is fine, but if you don't manage to kill them it helps them. Try Traitorous Instinct from RoEldrazi. Elemental Appeal/Zektar Shrine: too slow. For 4 mana you can get a creature and a Bushwhacker out to kill them, and those dont get sac'd at end of turn or miss out of 7 damage beacuse of a first striker. Blazing Torch: not necessary. Vampires are bad in block because of no Nocturnus. Don't hate, just burn them all the same. On that note: Flame Slash kills Bloodwitch for R. Just sayin'.

4 Tarn
4 Mesa
3 Smoldering Spires
11 Mountain

4 Goblin Guide
4 Goblin Bushwhacker
4 Plated Geopede
4 Kiln Fiend
4 Skitter of Lizards

4 Burst Lightning
4 Searing Blaze
4 Devastating Summons
4 Staggershock
2 Unstable Footing

Sideboard
4 Flame Slash
2 Kitesail
2 Punishing Fire
2 Unstable Footing
3 Goblin Ruinblaster
2 Traitorous Instinct

Good news: most of this stuff is common or uncommon. This is flexible, but I would advise you to at least get 4 Devastating Summons as a start if you're going to play mono red. Just playtest a bunch, and hopefully you can find a combination of things that works for you. Good luck!
Hopefully this helps a bit.
