I'm going to try to help, even though I never piloted 13planeswalkers or other planeswalker decks. Laying walker after walker works If it takes he opposition more than a turn with each individual one, and with each set giving us more and more planeswalkers I think it's a fine idea to try to brew up a deck.

I'm going to start with basic stuff, on your most recent list. Noble hierarch makes no sense, since it's role purpose is acceleration and it is vulnerable to removal. If you want to play 4cc, 5cc spells faster, I would rely on things like rampant growth, nest invader, explore, or everflowing chalice.

24 4drops (lol) is too many. The problem is that you'll play a four drop, then next turn have 5 mana and play a four drop, then next turn have 6 mana and play a four drop. You're losing mana, thus power.

Cut some 4 drops and add some cheaper spells (card draw,removal), and add some 5/6 six drops for more power (Gideon).

If I were to put together a planeswalker control deck, I wouldn't even consider sarkhan vol as an option, much less a four of. He just doesn't accomplish anything but a win condition. I would cut 4x him, 1x mind spring, and add 3x day of judgment and 2x martial coup. At that point I think you can start testing.

Try not to build a sideboard just yet; that is an area where you need a LOT of help.

I added the doj's and removed Sarkhan. Sarkhan was only useful if I had full control and that's just not going to be the case everytime. I also added some expensive removal in Naya charm which can serve many uses.

You still have 17 4cc+ (not counting Mind Spring and Martial Coup) spells which are about 10 too many. You can get away with that set of 14 planeswalkers if ALL the other spells are cheap controlling instants. Right now you have no instants and thus no way to protect your planeswalkers (or yourself) from anything. Cut the Hierarch for Overgrown Battlement. Cut Mind Spring, Martial Coup and Day of Judgement for Path to Exile, one more Rampant Growth and Everflowing Chalice. Still too few instants and still too many high-cc spells but unless you cut Garruk there aren't space for more.

Gypsy is right

The idea I had of this deck can never become a realization. I had envisioned all the best planeswalkers. They were to play turn by turn as if their (homey) had their back. Unfortunately, the mana curve can not be fixed and the deck must rest in peace. I want to thank everyone who had constructive criticism.
