IMO, this card is the most confusing card in all of MTG. I barely understand it AFTER reading about it, but since I will probably never see it played IRL, I'm not too worried about it.

The main thing I understand about Chains is that if it's in play, playing draw spells is a bad thing. ^^

Without reading about it...

I'm guessing that if you would draw a card after the first, you discard your hand, then put the top card of your library into your graveyard.

OK, I was wrong. My reasoning was: If you would draw a card, discard a card INSTEAD. If you discard a card, draw a card. I assumed that it had separate abilities, not just one.

To put it simple to those of small minds, instead of drawing a card you discard one. If you successfully discard a card, you may draw a card. If you are unable to discard a card, you mill the top card of your deck.

I'll explain for two Chains...

If you would draw, a first Chains triggers. You discard, if you successfully do, you WOULD draw. BUT, this draw is replaced by the second Chains, causing you to discard again. If you are successful, you draw.

Ok, Chains is a replacement effect. Let me explain in simple terms.

Example: Peek

Peek - Instant
U
Look at target player's hand.
Draw a card.

Now when Chains is active, the replacement takes effect and Peek would look like this:

Peek - Instant
U
Look at target player's hand.
"Discard a card, then draw a card. If you cannot discard a card, put the top card of your deck into the grave"

Basically with Chains, anytime a player draws a card (besides the DRAW PHASE draw) they have to discard a card from their hand FIRST, then draw. If they can't discard a card (like if their hand is empty), the card they WOULD draw is put into the grave from the deck.

You know that the Chains card would be so much easier to understand if they made it in one sentence.

If a player would draw a card except the first one he or she draws in a draw step, that player discards a card from his or her hand and then draws a card, or puts the top card of his or her library into his or her graveyard if he or she couldn't discard a card instead.
