I play Thought Hemorrhage and name Anathemancer in a real tournment, my opponent show me his hand remove 2 Anathemancer from his graveyard and 1 from his hand.
After few turns he draw the 4th Anathemancer and wins, why the jdg don't punish him for not remove all the cards? |

That would depend highly on how it went. I can give you a few rules, but I can't give you an answer that applies to all cases.
You have to do the searching and your opponent has to allow you to do that. You can let your opponent search for you, but you do so at your own risk. I would always ask to see the library.
You are not obliged to find all copies in hidden zones (hand and library).
Duodax, I don't see any reason for the name calling. So he had a lot of questions, they're all valid. |

| Asking for your opponent to be punished is just bad sportsmanship, at least that's what i got from Duodax's post, other than the obvious doublemeaning flame. :> |
