Is 1996 World Champion legal in Legacy and Vintage? It is not a silver or gold bordered card. Arena and Mana Crypt have been allowed for years. If it is legal, can you play with more than one even though only one exists?

As for actually answering your question, I'm pretty sure they aren't allowed.

Floor rules 102

Participants may not use cards from special sets or supplements with alternate backs, squared corners or gold borders. (Examples: Collector’s Edition, Pro Tour Collector’s Set, World Championship decks.)

It's not in Gatherer, it doesn't have Oracle text, it doesn't work as printed and there is only one in existence which is encased in plastic somewhere. So no, you can't play it. Technicalities be damned.

Magic floor rules allow all card from basis sets, special releases of cards available in those sets as long as they are format legal (Beatdown and such), and all promotional cards. Problem is this is not a promotional card, it is a one of a kind trophy. For example say you goto game 7 of the Stanley Cup and get a puck with the teams name on it, this is a promotional item, Mana Crypt if you will. At game 7 your team wins the cup, they get the Stanley Cup and no one else has it, this is not a promotional item, it is a trophy, ala 1996 World Champion card.

Type: Summon Legend X Cost: {W}{U}{B}{R}{G}

Cannot be the target of spells or effects.
World Champion has power and toughness each equal to the life total of target opponent.
{0}: Discard your hand to search your library for 1996 World Champion and reveal it to all players. Shuffle your library and put 1996 World Champion on top of it. Use this ability only at the beginning of your upkeep and only if 1996 World Champion is in your library.

This card is not allowed in any tournament.

If the owner of 1996 world champion pulled it out of the trophy and sold it on ebay to Rich Shay and he built a Vintage deck with it I'm sure the DCI would go out of their way to ban it, but until then it's just assumed since it's impossible for anyone to actually have a copy. You can't play Proposal or Splendid Genesis either.

Yes, it exists.

I believe it would be Legacy legal, but it's a unique card, which means that only one player could play one copy.

I'm not sure if there's been ruling on it, but I'd assume it can't be played unless you could somehow prove you were Tom Chanpheng (who incidentally, I used to play with from time to time)

You also can't play Fraternal Exhaultation - made on honour of Richard Garfield's second kid.

Nor can you play Shikufujan Dragon (sp?), Fruitcake Elemental or Gifts Given.

(Am I missing any others?)
