I've been wondering about this question a long time now:

Imagine a card like Colfenor's Plans or Grimoire Thief. Suppose my opponent uses Boomerang on one of these cards while there are other cards removed from the game due to their effects. Then they come into play again.

Does the removed cards still count them as the same permanent? In other words, can I still play the cards previously removed with Colfenor's Plans (before Boomerang has been used) when I play it from my hand (after Boomerang has been used)?

if your colfenor's plans or grimoire thief were to go into any other zone from play, and later come back into play, the cards removed from the game with either card the first time around would not work with it the second time. the reason for this is that the game sees your permanent (either thief or plans) as a completely new permanent, and the cards were removed with a different card.

example:

Chuck attacks with grimoire thief, removing the top 3 cards of Jeff's library from the game. At the end of the turn, Jeff plays Boomerang targeting Chuck's grimoire thief. Thief returns to Chuck's hand, and the 3 cards remain removed from game face down. (Chuck may no longer look at them)
On Chucks turn, he plays grimoire thief, and taps it with Niveous Wisps, removing the top three cards of Jeff's library from the game. Chuck may look at these cards and sacrifice Grimoire thief to flip these cards over, but not the 3 cards previously removed from the game (which remain face down)

No, the Colfenor's Plan will not "remember" removing them fromm the game, therefore, you will not be able to play them. They will stay removed.
