When a card un suspends, does it have a mana cost. For example my opponent is at 5 life and I have a kaervek the merceliss in play. Riftwing cloudskate usnsuspends and is placed onto the stack. Does he lose?

Yes. As long as he doesn't have anything to respond with. If you flashback a momentary blink for 3U, the CMC is still 2 (1W).
