can a playerevoke shriekmaw then momentary blink it so it stays in play? My understanding is no, but am trying to clarify

Yes, it can.

You see, when you play a creature with evoke, it is like that creature has the ability "When this creature comes into play, sacrifice it."

If you play Momentary Blink while this ability is on the stack, it will leave play momentariely and the ability will consider that there isn't any creature to sacrifice, so it will stay in play.

Correct me if I'm wrong somebody but it is something like this.

It's not 'like it has that ability', it has that ability. Almost exact that ability is part of the rules text of Evoke.

Also note you get to destroy two creatures that way.

With Teferi in play they can't even counter it. You also get to play it at instant speed. It is too bad that the white Envoke guy is kinda lame. The best two are Mulldrifter and Shriekmaw.

The exact wording is this:


Fear
When Shriekmaw comes into play, destroy target nonartifact, nonblack creature.
Evoke (You may play this spell for its evoke cost. If you do, it's sacrificed when it comes into play.)

The way you are describing it is not how it is worded on the card. It is not a come into play ability it it was it would read then: Evoke (You may play this spell for its evoke cost. If you do, when it comes into play, sacrifice it.)

I've asked a judge who is somewhat competent(he has ruled wrong before) how it worked and he says that you can not respond to the sacrifice because the sacrifice does not use the stack or something to that degree

You should never go off reminder text. It can be quite misleading. The actual rules text of Evoke:

502.74. Evoke

502.74a Evoke represents two abilities: a static ability that functions in any zone from which the card can be played and a triggered ability that functions in play. “Evoke [cost]” means “You may play this card by paying [cost] rather than paying its mana cost” and “When this permanent comes into play, if its evoke cost was paid, its controller sacrifices it.” Paying a card’s evoke cost follows the rules for paying alternative costs in rules 409.1b and 409.1f–h.

The 'when' clearly denotes it as a triggered ability (and they say so too).
