When Pulmonic Silver is out and you discard for your turn, if you discard any silvers would they be put on the top of the deck or the graveyard?

uhm no

Pulmonic Sliver | 3WW | Creature - Sliver | 3/3 | All Slivers have flying and "If this creature would be put into a graveyard, you may put it on top of its owner's library instead." | TS

the ability is only granted to creatures, not creature cards
so discarding a sliver card would end up putting it into the graveyard

To add on to Ronnan's reply, Pulmonic Sliver will work the way you want it if it said "...put into a graveyard from anywhere", as is the way that both Serra Avatar and Darksteel Colossus are worded.

no it would not work
since the ability is, as i said, only granted to slivers (creatures) wherefore creatures do not exist in hand, they are creature cards there

you make me say it a 3rd time
the ability is only granted to creatures with the creaturetype sliver
spellcards no the hand are not creatures and not affected
