Cannot connect to irc chats

I'm not sure why, but when I try to connect it tells me come back on a on a nicer day or something.

Does this mean that (even though I havent used it in forever) my profile has been banned for some reason? How do I fix it, and I guarantee I didn't warrant anything like this.
