If an effect changes the color of a spell does it also change the mana cost?
For Example:
I have a Ghostflame Sliver in play and a Sidewinder Sliver in hand. Does the cost of the Sidewinder Sliver change from W to 1?

To me that means that the sliver spell in my hand is now colorless. The only thing in the rules I could find was:

Ghostflame Slvier refers to Slivers in play only
All slviers still have their cost: Sidewind Sliver W
405.1. A static ability does something all the time rather than being activated or triggered. The ability isn't played-it just "exists." Such abilities apply only while the ability is on a permanent in play, unless the ability is covered by rule 402.8. |

| Correct me if I'm wrong, but even though Ghostflame Sliver makes your slivers colourless, the costs remain the same. W is W, not 1. |

| Yeah I think since it's a 2/2 sliver for 2 that it is meant as a downside because I really see no relevance to it other than nonblack spells can target it now or honorable passage or something can't prevent the damage that is really all I see that is relevant to it. Not the best of abilities but serves as a great filler in say r/b block slivers. |

| Yeah, typically "so and so permanent is/are this or that" on a permanent implies the so and so permanents have to be in play before it triggers. That probably made no sense. |
