Can stiffle counter the counters from antroplasm for example?

Antroplasm 2UU

Antroplasm comes into play with 2 +1/+1 counters
...

Could the counters be countered at the time antroplasm comes into play?

when is an ability then an triggered ability?

If it had said for example "When this comes into play, put 2 +1/+1 counters on this" then you could stifle it.

A triggered ability is an ability that is triggered by a specificly listed condition, such as Oath of Druids' "At the beginning of you're upkeep, if...".

502.15d - Permanents phasing in or out don't trigger any comes-into-play or leaves-play abilities, and effects that modify how a permanent comes into play are ignored.

trigger is "when" or "at" or other terms that wait for a certain event.
