Handed down on high from the DCI.
No longer 20 creatures but 1/3 of your deck.
Standard card pool.
Despite the lack of banned list on the link, Umezawa's Jitte is still banned in Tribal Wars. |

Well, IMO
Making Tribal with standart card-pool is rather weird...For sure, Tribal deck build around Tooth and nail were not really "Tribal", but i can't imagine playing goblins, elves or beasts or some other tribe without all the Onslaught guys...
But for now i think the most powerful tribe in T2 is elves  |

it always has been 1/3rd of your deck, and incase you didnt notice 1/3rd of a 60 card deck is 20 cards
they pretty much did it to make the format focus on the tribes, rather than a format with weakend versions of reg. good decks (cleric life, TnN, ect...) |

No it has not. The original Tribal Wars rules were 20 creatures, although it was changed to 1/3 of the deck much earlier than this announcement. |
