Cytoplast Manipulator is a great card in theory but has had trouble taking off as it were. This is my UG control deck that i think utilizes it pretty well.

//NAME: Evolutionary Control
8 Forest
7 Island
4 Yavimaya Coast
4 Breeding Pool
4 Birds of Paradise
3 Kodama's Reach
4 Coiling Oracle
4 Simic Initiate
3 Cytoplast Manipulator
3 Cytoplast Root-Kin
3 Simic Sky Swallower
2 Evolution Vat
4 Remand
4 Mana Leak
3 Voidslime

The SB will probly have Dream Leash, Naturalize, Arashi, Meloku ect..

just use the simic land to put counters on your opponent's creatures.
