I thought Shadowmoor was having its own block?

you thought wrong, all 4 sets will be used as block constructed. but all 4 sets in the "block" are divided into 2 mini blocks

thorns: what ur thinking of is for limited. for limited formats, lorwyn and shadowmoor are two separate formats. block constructed is as normal.
