there are 2 creatures in play when i play this i choose one for for the fisrt -1/-1 counter and then I choose the other creature targeting it twice for the second -1/-1 counter and the third -1/-1 counter
my opponent says i cant targart the same creature twice

who is right?

Incremental Blight.

If the card would have said:

Put a -1/-1 counter on target creature, two -1/-1 counters on target creature, and three -1/-1 counters on target creature.

Then yes, you could have targetted the same card multiple times, just like Seeds of Strength. But it doesn't say that and the card is quite clear:

Put a -1/-1 counter on target creature, two -1/-1 counters on another target creature, and three -1/-1 counters on a third target creature.

Bolding mine. How clear can it be that you need to target three different creatures?

needs 3 targets. you can't play the spell at all with just 2.
