Can I activate Mutavault and attack on the first turn it comes into play? |

| Creatures that aren't under control by the start of your upkeep can't attack or tap for abilities unless they have haste. It doesn't matter that they weren't creatures at the start of the upkeep. |

sickness:
All permanents are sick unless you have controlled them continuously since the start of your newest turn. Only creatures are affected by it. (mutavault as a land is not. once it becomes a creature its sick in all ways, including tapping for mana)
if u play mutavault on turn 4 and activate on their turn to block... it cannot be tapped for mana post-blocks.
also note that if u get a creature back froma sower, it's sick. |

| It's not begining of your turn since creatures that phase in that have no haste can still attack as normal |

It is the beginning of the turn. Phasing therefor gives the permanent haste.
502.15m A permanent that phases in can attack and tap to play abilities as though it had haste. This applies even if that permanent phased out and phased back in the turn it came into play. The permanent remains able to attack and tap to play abilities until it changes controllers or leaves play. |

| What about if I remove a creature with an Oblivion Ring? Will the creature be capable of attack in the same turn the oblivion ring is destroyed? |

But it's not phasing as per the ability, it is a card becoming a creature.
Until it has been in your control since the beginning of your turn it cannot attack or use abilities that cause it to tap, this includes mana abilities. |
