TSB and TSP, are they treated as 2 different blocks?

I assume you mean new time spiral cards and time shifted. I don't know why they have different indexing names; I think they're even considered the same set for build your own block. Certainly anything you could get in a pack of Time Spiral, Planar Chaos or Future Sight all count as cards in Time Spiral Block.

PS- Cursed Scroll is banned because it's banned in Block, saw it won a mini...
PPS- 4th Edition is banned because it's 5th and up.

TSB and TSP are the same set for the intents of MYOS. They are only different sets in MWS. As for the bans, all legacy and block bans are in effect, and it's up to the players to realise when a card is banned or not Razz
