I would like to correct your analysis of the list of legal sets.

All basic sets
All extensions of the basic set
All promotional cards released by Wizards of the Coast
All limited-edition or large expansion sets
Portal, Portal Second Age, Portal Three Kingdoms, Starter 1999 and Starter 2000

Unglued and Unhinged are not any of those, therefore the list does not permit them in any form of sanctioned play.

Basic sets are sets such as Mirrodin, Ravnica, Champions of Kamigawa, et cetera.

Extensions of the basic sets are sets such as Darksteel and Fifth Dawn.

Promotional cards are..promotional..cards..

Limited edition or large expansion sets are sets like Chronicles, to my understanding.

And since Unglued and Unhinged were released entirely seperate from any of those types, they are not legal in tournament play.
