it depends on the situtation

for example if you flip over an odds/ends with a dark confidant, you will loose 7 life(2 for odds.5 for ends)

but you can put that same odds/ends on an ischron septer because one of the sides cost 2 mana and is an instant

also, if you flip an odds/ends to a counterbalance you will counter 2cmc spells or 5cmc spells but not 7cmc spells.

if it asks you for the value you add the costs together. if it compares the value with another value (be it 2 for isochron scepter or the cost of a spell on the stack for counterbalance) you pick one.

The CMC for Odds/Ends is, get this, "TWO! FIVE!"

Bob says, "I deal damage to you equal to the CMC of the next card. What's your CMC, Odds/Ends?"
Odds/Ends says, "TWO! FIVE!"
Bob says, "Uh, okay. I'll do two and five damage to you."

Counterbalance says, "I can counter that spell if its CMC is equal to the CMC of the card I reveal. What's your CMC, Remand, I want to counter you!"
Remand says, "Two."
Counterbalance says, "What's your CMC, Odds/Ends?"
Odds/Ends says, "TWO! FIVE!"
Counterbalance says, "That's what I wanted to hear! Two and two, countered."

505.5 - Effects that ask for a particular characteristic of a split card while it's in a zone other than the stack get an answer that consists of a combination of the split card's two halves.

505.6 - Effects that ask if a split card's characteristic (in any zone other than the stack) matches a given value get only one answer. This answer is "yes" if either side of the split card matches the given value. [CompRules 2003/07/01]
