If you do it at upkeep, you still have to pay 1 to everything. Stifling will only prevent 1 artifact payment. Only way not to get owned is to kill it and eot. |

Trickbind and stifle would do the same thing, counter 1 of the abilities. |

The reason for this is that Kataki gives the tax ability to all artifacts, therefore you can't (well you can but with no effect) target Kataki with Stifle/Trickbind because it is continuous, whereas the ability he transfers is triggered. |

| actually you won't be able to use artifact lands for mana until you've paid the upkeep for them with non artifact mana. basically anything with an upkeep requirement can't be used until the upkeep has been paid for it. |

Kataki gives all your artifacts a triggered ability. So before you have a chance to Darkblast or Spellbomb him, each ability is put on the stack, meaning even if you kill Kataki you still have to pay for each artifact you want to keep. If you kill him at eot, your artifacts don't have the triggered ability and so you don't have to sac them.
Since it's a triggered ability you can respond to it by using your artifact lands. There is no reason why you cannot use them if your opponent has Kataki. |

From StarCity:
Under previous rules editions, you couldn't use a permanent until you had paid its upkeep cost. Under the current rules, which were handed down to Paul Barclay on Mt. Phyrexia, you put the beginning-of-upkeep triggers on the stack, and then the active player gets priority (303.1).
I was still thinking of the old rules when I posted earlier about having to pay costs before being able to use the upkeep affected permanent. My bad for being so out of time. |
