Do split second spells trigger counterbalance? I know that this is a stupid question but I have had two people tell me two different things. Any help greatly appriciated.

Yes, split second cards trigger anything which triggers on spells being played (such as chalice of the void too). The split second ability just prevents players from playing spells and ability:

As long as this spell is on the stack, players can't play spells or activated abilities that aren't mana abilities.

..but the triggered abilities aren't "activated abilites", so they trigger normally.

This has already been discussed, but yes, Split Second spells can be countered by Chalice of the Void, Counterbalance, Decree of Silence, Hesitation, and whatever other cards you can think of that counter with triggered abilities!
